Introduction

The LIFE ENSPIRE project aims to assess the potential impacts of the evolving European Union Emissions Trading System (EU ETS) on the EU and selected neighbouring countries. The project is aligned with the European Green Deal and aims to spark interest in carbon markets as effective tools for advancing decarbonisation.

Analytical Framework

LIFE ENSPIRE will develop an analytical framework, including datasets and numerical models, designed to examine the impact of climate policies in the EU and in the neighbouring regions on emissions and economic growth paths. This will take into account:

  • Trade interdependencies
  • Differentiated mitigation options

The project aims to identify and address challenges related to achieving net-zero emissions by these countries in convergence with the EU.

Geographic Focus

The project will cover the EU and at least three neighbouring countries or regions, particularly focusing on:

  1. Ukraine
  2. The Balkans
  3. Türkiye

LIFE ENSPIRE will explore the scenarios of developing ETS in neighbouring states, prospects of aligning them into the EU ETS, and the implementation of the Carbon Border Adjustment Mechanism (CBAM). The scenarios will also explore climate policy targets and the economic impacts post-2050.

Interdisciplinary Approach

LIFE ENSPIRE will adopt an interdisciplinary approach that includes:

  • Research
  • Stakeholder engagement
  • Scenario modelling
  • Policy analysis

The modelling suite prepared in LIFE ENSPIRE will include integrated global macroeconomics and sectoral models.

Reporting and Recommendations

Three comprehensive reports will be prepared, offering:

  • Policy recommendations
  • Assessment of the impacts of CBAM
  • Alignment of neighbouring states with the EU ETS

Additionally, a background paper will highlight the gaps and needs in climate policy in the neighbouring countries.

Global Cooperation

By establishing broader and more robust international networks of experts, LIFE ENSPIRE aims to enhance global cooperation in climate policy-making. The project aims to serve as a model for other countries interested in joining the net-zero target.
