Facilitating Ambitious Energy Renovation of Public Buildings through Integrated Services in Spain
FACILITA aims to enhance energy renovation of public buildings in Spain by establishing regional One-Stop-Shops that provide comprehensive support to local authorities, promoting sustainability and emissions reduction.

Introduction
A highly energy inefficient building stock is a critical obstacle to Clean Energy Transition in Europe. Renovating public buildings provides exemplarity and serves as a spearhead for wider renovation efforts, while offering visible co-benefits in relatively short time.
Current Situation in Spain
In Spain, public buildings’ renovation rates are rather low, and climate heterogeneity leads to multiple energy consumption patterns in buildings. Still, Spanish local and regional authorities (LRAs) owning public stock currently face obstacles to implement deep energy renovation projects, which seriously endangers the achievement of climate neutrality by 2050.
Project Objectives
To trigger ambitious energy renovation in Spanish public buildings, FACILITA aims to create and operate a regional One-Stop-Shop (OSS) in each of these three distinct Spanish regions:
- Extremadura
- Madrid
- Valencia
These regions present diverse climates, urbanistic contexts, and OSS operational governance models.
Services Offered
OSSs will offer LRAs a comprehensive service portfolio, including:
- Technical advice
- Financial advice
- Legal advice
- Procurement
- Quality assurance
This will facilitate the renovation of regional government, provincial councils, and municipalities’ building stock.
Project Implementation
After thoroughly analysing the legal, regulatory, and financial framework, as well as pre-existing models (WP2), FACILITA will design and set up the OSSs based on a co-creative approach and the consideration of geographical, institutional, economic, and social specificities of each territory (WP3).
After a testing and fine-tuning phase (WP4), the project will create replicable tools (FACILITA Toolkit). Its insights will be further disseminated to other EU regions, facilitated by FEDARENE and partners’ networks, fostering replication and policy integration (WP5).
Expected Outcomes
FACILITA will increase LRAs' capacity to renovate their building stock, triggering substantial investments in renovation projects. Overall, it will generate renewable energy, contribute to energy savings, and reduce greenhouse gas emissions.
