Introduction
BUS-REGRoUP aims at the revitalisation of the Greek National Qualifications Platform (NQP) created in the first phase of the BUILD UP Skills initiative (project BUS-GR), gathering all key national stakeholders. Since the first NQP was established a few years ago, the project will aim at expanding its scope by involving new stakeholders.
Rationale for Expansion
This expansion is necessary because the focus is on all relevant skills needed to enable the Clean Energy Transition, particularly the EU Renovation Wave. The mainstreaming of NZEBs and the inclusion of resource efficiency considerations mean that new skills need to be addressed for the so-called ‘blue-collar’ professionals, including:
- On-site workers
- Technicians
- Craftsmen
Additionally, there is now a need to assess the skills needs for ‘white-collar’ professions, such as:
- Architects
- Designers
- Engineers
- Building managers
This approach reflects the needs of the entire building value chain.
Objectives of BUS-REGRoUP
In this context, and given the wider EU recovery process, BUS-REGRoUP will:
- Update the Status Quo Analysis.
- Revise the National Qualifications Roadmap to reflect the new realities of the building sector in Greece.
Skills Development Focus
The updates will address skills development activities related to:
- Integration of renewable energy technologies
- Digital technologies
- Smart buildings
- Resource efficiency
- Circularity
- Industrialised deep renovation
- Life Cycle Cost Analyses (LCCAs)
Status Quo Analysis
In the updated Status Quo Analysis, all necessary information on the current situation of the Greek building sector regarding:
- Energy performance
- Contribution to the 2030 targets
- Continuing Vocational Education and Training (VET)
- Existing barriers and gaps
This information will form a basis for an informed discussion among the stakeholders.
National Qualifications Roadmap
Following the Status Quo Analysis, the updated National Roadmap will provide:
- A set of priority measures for various professions to meet the defined targets.
- An action plan for these measures until 2030.
- Identification of the actors and resources needed to drive the implementation.
- Measures to monitor the progress of the proposed activities.
