Build up Skills (BUS) initiative in CZ and SK - Rebooting the National qualification platforms and Roadmaps towards implementation of nearly Zero Energy Buildings and support for Renovation Wave
The DoubleDecker project aims to enhance construction capacities in Czechia and Slovakia by updating strategic documents and fostering energy efficiency and digitalization in the construction industry.

Introduction
Due to the structural changes in Energy Efficiency (doubling the renovation rate, increasing share of deep renovations), renewables, technical progress in industry, new methods of education, new even more ambitious climate and energy goals, and running digitalisation into all branches, there is a critical need for an update of essential Europe-wide documents under the Build Up Skills (BUS) initiative. Those are the National Status Quo Analysis and National Roadmap.
Need for Rebooting National Platforms
Moreover, there is a need for rebooting National platforms in order to speed up the transformation of the construction industry and related branches. The purpose of those documents is strategic to guide countries in their effort to meet the goals of the Green Deal and related Renovation Wave, Smart Finance for Smart Buildings, and other initiatives.
Main Objective
The main objective of the DoubleDecker project is to identify and reach endorsement for measures to increase construction capacities in CZ and SK. The purpose of the measures is to foster transformation of the construction industry in:
- Energy Efficiency (doubling the renovation rate, increasing share of deep renovations)
- Increasing share of renewables
- Technical progress in industry
- New methods of education and use of information
- New, even more ambitious climate and energy goals
- Running digitalisation into all branches
Secondary Goal
The secondary goal is to strengthen EU policies under the Build Up Skills initiatives, National Status Quo analyses, and Roadmaps in the three peer review countries.
Rationale for Merging Activities
Due to the proximity of Czechia and Slovakia through common historic experience, similar building stock, construction market, including the same construction companies and language proximity, we decided to merge activities into one and to benefit from synergies of shared management activities, results, and approaches. This will increase the quality of the performed results and decrease project administration.
